Tea Party Train Ride is the 5th piece in the train series.  In the 1999 catalog (p. 24) the train wheels have bars across both wheels but the actual production piece in the photo below does not have bars.   

Chauncey's Choo Choo Ride had similar bars across the wheels in the 1997 catalog.  This was the prototype used during the photo shoot for the 1997 catalog.
