The bubble is made out of lightweight plastic. Reginald is glued to the bubble and over time the glue dries out. Be careful what you display under Reginald as the ball sometimes falls off.
In the 1994 catalog and an old printed source this piece was once referred to as Reginald's Bubble Adventure.
